Why the arghya time changes by city

Chhath arghya follows the Sun itself: the evening offering at sunset, the morning one at sunrise. India runs on one clock, but the Sun sets earlier in the east and later in the west, so the Chhath arghya time differs between Patna, Delhi and Mumbai. Delhi's Sandhya Arghya time, for example, is 5:28 PM, and Mumbai's is 6:00 PM.
